SAN ANGELO, TEXAS - The first JCPenney locations started out as Golden Rule Stores in the early 1900s. Although James Cash Penney later changed their name, the golden rule remained central to the practices of his business, said Tod Herring, general manager of San Angelo’s JCPenney.

So when the chain's human resources department called, asking if Herring could employ a 13-year veteran of a Puerto Rican JCPenney, Herring thought: "Do unto others as you would have them do unto you."
